岗位职责：
Project Governance & Oversight
1. Establish, maintain, and enforce project management frameworks, methodologies, and governance standards across the organization
2. Monitor and oversee the full project lifecycle, ensuring all projects are delivered on time, within scope, and within budget
3. Conduct regular project health checks and audits to assess compliance with PMO standards and identify risks or issues
4. Maintain a centralized project portfolio dashboard, providing real-time visibility into project status, milestones, and dependencies

Project Planning & Coordination
1. Support project managers in developing comprehensive project plans, including scope definition, resource allocation, timeline scheduling, and risk assessment
2. Coordinate cross-functional project activities, ensuring alignment between teams, departments, and key stakeholders
3. Facilitate project kick-off meetings, status reviews, steering committee meetings, and post-project retrospectives
4. Track and manage project interdependencies to minimize conflicts and ensure smooth execution

Portfolio & Resource Management
1. Maintain and manage the organization's project portfolio, prioritizing initiatives based on strategic value, resource availability, and business impact
2. Monitor resource utilization across projects and provide recommendations for optimal resource allocation and capacity planning
3. Identify and escalate resource conflicts or bottlenecks to senior management in a timely manner

Risk & Issue Management
1. Develop and implement risk management frameworks to proactively identify, assess, and mitigate project risks
2. Maintain a centralized risk and issue register, tracking the status of all identified risks and ensuring timely resolution
3. Escalate critical risks and issues to relevant stakeholders with recommended mitigation strategies

Reporting & Communication
1. Prepare and deliver regular project status reports, executive dashboards, and portfolio summaries for senior leadership and key stakeholders
2. Ensure transparent and consistent communication across all project teams and business units
3. Document and distribute meeting minutes, action items, and key decisions in a timely manner
4. Develop and maintain PMO communication plans to keep all stakeholders informed and engaged

Process Improvement & Standardization
1. Continuously evaluate and improve PMO processes, tools, and templates to enhance project delivery efficiency and effectiveness
2. Identify lessons learned from completed projects and integrate best practices into future project management standards
3. Drive the adoption of project management tools and platforms (e.g., JIRA, MS Project, Smartsheet) across the organization
4. Benchmark PMO practices against industry standards and recommend improvements accordingly

Training & Capability Building
1. Develop and deliver project management training programs, workshops, and coaching sessions for project managers and team members
2. Build a project management community of practice within the organization to promote knowledge sharing and continuous learning
3. Mentor junior project managers and PMO staff to enhance their professional development

Strategic Alignment
1. Collaborate with senior leadership to ensure the project portfolio is aligned with the organization's strategic goals and priorities
2. Support business case development and project prioritization processes
3. Provide data-driven insights and recommendations to support strategic decision-making
任职要求：
Education
1. Bachelor's degree or above in Project Management, Business Administration, Information Technology, Engineering, or a related field
2. A Master's degree (MBA or equivalent) is preferred
3. Professional Certifications (Preferred)
4. PMP (Project Management Professional) certification is highly preferred

Experience
1. Minimum 3–5 years of experience in project management, PMO operations, or a related role
2. Proven experience in managing or supporting multiple concurrent projects across different business functions
3. Demonstrated experience in establishing or optimizing PMO frameworks, processes, and governance structures
4. Experience working in a cross-functional, matrixed organization is strongly preferred
5. Familiarity with both Waterfall and Agile project management methodologies

Skills & Competencies
Technical Skills
1. Strong proficiency in project management tools such as MS Project, JIRA, Confluence, Smartsheet, Asana, or equivalent
2. Solid understanding of project management methodologies (Waterfall, Agile, Hybrid)
3. Experience with data analysis and visualization tools is a plus
Soft Skills
1. Exceptional organizational and multitasking abilities with strong attention to detail
2. Excellent communication and presentation skills, with the ability to convey complex information clearly to both technical and non-technical audiences
3. Strong analytical and problem-solving skills with a data-driven mindset

6. Strong leadership and team management capabilities
